Matthew McCONKEY received his Bachelor Degree from College of Literature, Science and the Arts, University of Michigan in 1988, and his J.D. (magna cum laude) from Washington College of Law, The American University in 1991. He was admitted to the Bar of the State of Michigan in December 1991, the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit in 1997, the District of Columbia in July 1998.  He was formerly with the Office of the Chief Counsel of the Bureau of Customs and Border Protection (formerly the U.S. Customs Service), where he worked as an attorney from 1991 to 1997.  He joined Coudert Brothers' Washington D.C. office in September 2001, and relocated to Coudert Brothers Beijing office in June 2004.  McConkey advises on a wide range of international trade matters, with particular emphasis on antidumping and customs matters.  Specifically, he represents producers and importers in antidumping matters, defending his clients against antidumping allegations. He has extensive experience in new shipper reviews.  In the case of non-market economy antidumping cases, McConkey regularly assists companies exporting from non-market economy countries with respect to the selection of surrogate values and maximizing the impact of various distribution systems.  In customs matters, Mr. McConkey's expertise covers all aspects of the import process, including tariff classification, valuation, country of origin determinations, effective use of tariff elimination or reduction programs (such as FTZ programs), resolution of disputes arising from customs decisions and the generalized system of preferences in the United States.
